From January 23 to 24, the Ministry of Ecology and Environment (MOE) held the 2024 National Ecological Environmental Protection Work Conference in Beijing. Minister of Ecology and Environment Huang Runqiu attended the conference and summarized the work of ecological environmental protection in 2023, analyzed the current situation, and arranged for the deployment of key tasks in 2024.
The meeting pointed out that 2023 is the opening year of the implementation of the spirit of the twentieth CPC National Congress, and it is also a year with important milestones in the field of ecological environment. Building a beautiful China is a long-term and arduous strategic task and systematic project, we should recognize the current situation of ecological environmental protection, anchored in the goal of building a beautiful China to advance in stages and plans. At this stage, we should focus on the "14th Five-Year Plan" period and the target tasks by 2027, expand and consolidate the results of pollution prevention and control, continuously and steadily improve the quality of the ecological environment, and lay a good foundation for comprehensively promoting the construction of a beautiful China. To carry out the construction of the first zone of Beautiful China as a focus point, and step by step to promote the building of a demonstration model for the construction of Beautiful China; to promote high-quality development as the theme, and synchronize high-quality development and high level of protection; to promote the synergistic effect of pollution reduction and carbon reduction as the main line, and fight the iconic battle for the prevention and control of pollution; to strengthen the synergies in goals, multi-pollutant control, sectoral synergies, regional synergies, and policy synergies, and to improve the ecological environment governance level; to strengthen the unified supervision of ecological protection and restoration as a breakthrough, to enhance the diversity, stability and sustainability of ecosystems; to adhere to the principle of equal emphasis on incentives and constraints, to enhance the endogenous motivation of all parties to protect the ecological environment.
The meeting emphasized that 2024 is the 75th anniversary of the founding of New China, a key year for realizing the goals and tasks of the 14th Five-Year Plan, and an important year for comprehensively promoting the construction of a beautiful China.
In 2024, we should focus on the following eight key tasks:
First, actively promote the construction of the first zone of beautiful China. Promote the establishment of the implementation system and mechanism for promoting the implementation of the construction of a beautiful China, study and formulate the effectiveness assessment index system and assessment methods, and promote the local practice of the construction of a beautiful China at different levels.
Second, we will persistently fight a good battle against pollution. It will fight a good battle to defend the blue sky, blue water and clean soil at a higher standard, and strengthen the management of solid waste and new pollutants.
Third, we will actively promote green, low-carbon and high-quality development. We will provide full services to support the sustained improvement of economic operation, and deeply promote the collaborative innovation of pollution reduction and carbon reduction in cities and industrial parks. We will promote the implementation of major projects in the field of ecology and environment. We will actively respond to climate change, improve the national carbon trading market, and strengthen the daily supervision of carbon market data quality.
Fourthly, it will increase supervision of ecological protection and restoration. It will strengthen the investigation and remediation of ecological damage, promote the implementation of major projects for biodiversity protection, and strengthen the prevention of ecological security risks.
Fifth, ensuring nuclear and radiation safety. It will promote the establishment of a modernized nuclear safety supervision system, strengthen the operational supervision and environmental regulation of nuclear power plants, research reactors and nuclear fuel cycle facilities, and intensify the decommissioning and management of key nuclear facilities.
Sixth, we will strengthen ecological and environmental supervision, law enforcement and risk prevention. It will further promote central ecological and environmental protection supervision, continuously improve the effectiveness of ecological and environmental supervision and law enforcement, and strengthen the prevention and control of environmental risks and the emergency response to environmental incidents.
Seventh, vigorously promote scientific and technological innovation in the field of ecological environment. It will strengthen the construction of ecological and environmental science and technology platforms, build strategic scientific and technological strength in the field of ecological and environmental protection, promote the transformation of ecological and environmental scientific and technological achievements, and expand the application of digital technology.
Eight is to accelerate the improvement of modern environmental governance system. It will deepen reforms in the field of ecology and environment, improve ecological and environmental regulations, policies and standards, accelerate the establishment of a modern ecological and environmental monitoring system, promote ecological and environmental protection actions for all, and deepen international dialogues and cooperation in the fields of ecology, environment and climate.
