Xiamen City, Fujian Province, has actively promoted the enterprise pollution reduction and carbon synergy innovation pilot program to build a long-term mechanism to synergize the reduction of pollutants and carbon emissions generated by the production process of enterprises.
Strengthening Services and Stimulating Synergistic Motivation
Establishment of "one enterprise, one file" to find out the enterprise's emission profile. The production process, emission links, energy equipment, fossil fuel use, raw and auxiliary materials and other aspects of one by one comb, analyze the enterprise's energy consumption, the main pollutants and greenhouse gas emissions, get a clear picture of the bottom line for the analysis of the reduction of pollution and carbon reduction synergies to provide data support.
Implementation of "one enterprise one policy", digging into the space of enterprise emission reduction. We benchmark domestic and international advanced production technology standards and advanced values in the industry, analyze the potential for pollution reduction, carbon reduction space and synergy mechanisms in the production process of enterprises, and prepare a work plan for synergistic pollution reduction and carbon synergy technology and management improvement to explore the potential for emission reduction.
Calculate "one enterprise, one account" to stimulate the participation of enterprises. Tailor-made for the enterprise pollution reduction and carbon synergy technology route, guide enterprises to estimate the benefits of energy saving, consumption reduction, pollutant emission reduction, etc., the formation of a program and a countermeasure, accounting for the environmental accounts, economic accounts, social accounts, from the actual interests and green development needs to promote the enterprise initiative to participate in pollution reduction and carbon synergy and innovation pilots, the formation of the mechanism of endogenous motivation.
Firming up responsibilities and building synergistic mechanisms
Establishing a "group-to-group" mechanism to strengthen the implementation of organizational safeguards. Set up a technical working group to interact with the pilot units, and promote the establishment of a working group on "long-term mechanism for pollution reduction and carbon reduction" with the main person in charge as the first responsible person and the participation of the heads of various departments, so as to promote the collaborative work of pollution reduction and carbon reduction in a coordinated manner. Encourage enterprises to set up special funds for collaborative innovation in pollution reduction and carbon reduction according to their own conditions, improve greenhouse gas management and environmental management system, and pressurize the main responsibility of green and low-carbon development of enterprises.
Establish a "face-to-face" interactive mechanism to enhance the enthusiasm of all employees. It introduces green low-carbon related policies and technologies into enterprises, realizes horizontal-to-bilateral and vertical-to-bottom interactions, and promotes the participation of all staff in the collaborative innovation action of pollution reduction and carbon reduction. Since the pilot program was launched, by the end of December 2022, a total of 148 employee improvement proposals have been received, involving 55 proposals on material saving, consumption reduction and emission reduction, effectively enhancing the enthusiasm of the enterprise's employees to participate.
Establishing a "hand-in-hand" mechanism to optimize guidance and help solve problems. The technical working group conducts monthly on-site visits, obtains basic data from enterprises, tracks the implementation of key projects, increases the frequency of on-site guidance according to the needs of enterprises, exchanges the results and shortcomings of the pilot work, and coordinates the resolution of pain points and difficulties encountered in the process of implementation in a timely manner for enterprises.
Multi-measures to form synergistic effect
Promote synergistic control of exhaust gas management and carbon reduction. Guiding the pilot enterprises to adopt measures such as exhaust gas recycling and technological transformation to reduce exhaust gas pollutants and carbon emissions. Through the application of ammonia recovery system, the use of "constant pressure exhaust + heat exchange convection efficient absorption = tail gas emission standards + ammonia high concentration recovery" treatment process of ammonia recycling, reduce ammonia emissions; thermal storage thermal incinerator desorption heat storage renovation technology application, the original desorption furnace transformed into a plate heat exchanger, the combustion chamber heat transfer, through the plate heat exchanger to provide desorption demand. Plate heat exchanger provides heat for desorption demand, with more stable preheating temperature, which can reduce natural gas consumption by 70 m3/day, reduce carbon emission by 55 tons/year cumulatively, and improve the efficiency of waste gas treatment by 2%-5%.
Promote synergistic control of wastewater treatment and carbon reduction. Guiding the pilot enterprises to comprehensively utilize water resources from the source, improving the utilization rate of water resources and reducing wastewater emissions. Through the use of reverse osmosis (RO) concentrated water reuse, humidifier RO water recycling, exhaust gas processor water energy saving and other technical applications, promote the multi-level application of water resources, and cumulatively reduce the use of tap water by 248,000 tons/year, wastewater emissions by 215,000 tons/year, and carbon emissions by 340 tons/year.
Promote synergistic control of solid waste treatment and carbon reduction. Analyze the composition of solid waste in pilot enterprises, change the treatment of solid waste, and reduce the amount of solid waste generated. Change the arsenic-free sludge from landfill disposal to auxiliary materials for cement manufacturing, and change the waste organic solvents in hazardous waste entrusted to qualified treatment organizations from incineration to recycling, so as to reduce carbon emissions in the process of solid waste disposal.
Promote synergistic control of energy-saving technology and carbon reduction. It promotes the application of energy-saving technologies and new energy facilities to reduce the energy consumption per unit of product and the intensity of carbon emissions in the pilot units. Through the promotion of energy-saving technological reform measures such as solar street lamps, air-conditioning heat recovery systems and air compressor waste heat recovery systems, it reduces power consumption by about 2.92 million kWh/year, and reduces carbon emissions by 2,054 tons/year.
