The effect of pollution reduction and carbon reduction is obvious, and the saving and intensive utilization of resources is at a national leading level. The ecological value has been effectively transformed, and the case of ecological restoration and comprehensive development of Wuyuan Bay Area has been listed by the Ministry of Natural Resources as one of the first typical cases of realizing the value of ecological products.
Enhancement of people's quality of life. Ecological welfare is more abundant, basically realizing “300 meters to see the green, 500 meters to see the garden”, 2.4 million square meters of sandy beaches, coastal wetland parks, walkways around the bay, mountain and sea health trails, etc., so that the public pro-sea and love the sea more convenient.

Adhere to the rule of law, and constantly enhance the modernization of the ecological environmental governance system. 1994, Xiamen, Xiamen Special Economic Zone after obtaining the right to legislate, the development of the first substantive laws and regulations is the “Xiamen Municipal Environmental Protection Ordinance”, and since then has introduced 13 ecological civilization construction laws and regulations, marine ecological environmental protection and management of the rule of law into the track.
Adhere to scientific governance, and strive to promote the modernization of ecological environmental governance capacity. The use of science and technology to continuously improve the effectiveness of marine ecological environment management, strengthen scientific and technological empowerment, and build a scientific and technological support system for the comprehensive management of the ocean from the sky and land to the sea surface and seabed. Following the laws of nature, it has taken the lead in the country in launching the exploration of “integration of multiple regulations”, selecting forest-friendly sea areas such as Yundang Lake, Haicang Bay and Tong'an Bay, planting mangrove forests of 173.9 hectares, and gradually constructing an ecosystem of near-natural wetlands.
Adhering to systematic governance to create a beautiful bay habitat. It is the first in the country to put forward the concept of comprehensive improvement of the bay area, and has invested 105.6 billion yuan over the past 36 years, constructing a large pattern of protection and governance from the top of the mountain to the ocean. Specific measures include:
First, continuously promoting the governance of Yundang Lake. Investing about 1.99 billion yuan in five phases of large-scale remediation, all 210 factories around the lake have been shut down or relocated to the park, a sewage treatment plant has been constructed, and more than 30 flood ditches have been pushed forward to fully intercept sewage and dredge 5.6 million cubic meters. Slope construction 14 kilometers, building 27 kilometers of shade trails around the lake, forming a “four lakes and six gardens” of the “urban ecological living room” pattern.
The second is to promote the comprehensive management of the bay area. Successively carry out the Haicang Bay, Wujian Bay, Tong'an Bay and other bay comprehensive improvement and development projects. According to the local conditions, the seawall opening, reclaiming the sea, farming retreat and other work.
Third, in-depth implementation of marine ecological protection and restoration. It has implemented 1.65 million square meters of beach restoration projects in Guanyin Mountain, Gulangyu Island and the Convention and Exhibition Center, established Xiamen National Nature Reserve for Rare Marine Species, and increased the number of Chinese white dolphins to more than 80, which has significantly improved the biodiversity of Xiamen waters.
Fourth, the whole region to carry out ecological restoration. Land and sea projects such as “green mountains, green water, blue corridors” have been implemented in an integrated manner, and ecological restoration has been carried out in an orderly manner on exposed mountains, forests and islands, and ecological wetland construction and protection has been promoted, so as to create ten major mountain and sea corridors, and to realize the integration and coexistence of “mountains, water, sea, and city”.
