November 23, the Provincial People's Congress Standing Committee meeting voted to adopt the "Standing Committee of the Fujian Provincial People's Congress on the amendment of the Fujian Provincial Water Resources Regulations" decision, effective from the date of publication. The decision focuses on the implementation of the principle of the civil code of property rights, fully embodies the "water resources belong to the state"; the implementation of the spirit of institutional reform, to further clarify the responsibilities of the department; and the intensive and economical use of water resources, the protection of rural drinking water sources and groundwater withdrawal and other content has been revised.

The Decision further clarifies the functions of ecological environmental protection, stipulating that water function zoning shall be delineated by the competent department of ecology and environment in conjunction with the water administration and relevant departments at the same level, and announced to the society; water function zones whose water environment quality is not up to the standard shall be implemented by the ecological environment department to implement more stringent measures to reduce the total amount of water pollutants discharged; and it stipulates that the people's government at the county level shall organize the relevant local departments and people's governments of townships and villages to delineate the scope of protection of rural drinking Water source protection scope, and develop protection measures; clear water administrative departments should be based on the total amount of groundwater withdrawal and water level control indicators to determine the annual water withdrawal plan in the administrative region; groundwater mining areas, restrictions on the delineation of the mining area to make specific provisions to increase the withdrawal of water projects should be installed to ensure the normal operation of water metering facilities and other content.

In terms of further strengthening the intensive and economical use of water resources, the Decision proposes to promote the public to develop water-saving habits and promote water recycling; at the same time, it strengthens the integrated scheduling of water resources, prioritizes the meeting of urban and rural residents' water use for daily life, and guarantees the basic ecological water use and reasonable water use for food production, and in the case of a serious drought, major water pollution accidents, urban and rural drinking water safety is threatened, and ecological emergency transfer of water, etc., temporary disposal measures will be taken to promote the development of water resources. When severe drought occurs, major water pollution accidents, urban and rural drinking water safety is threatened, ecological emergency water transfer and other special circumstances, temporary disposal measures will be taken to promote the solution of engineering, seasonal, regional and water quality water shortage problems.
